Default More Attribute Weapons/Offhands

I heard about a new healing staff and some changes to pvp this weekend, but how come some attributes still get cut short?
I would like to see weapons/focii for every attribute so people can have more flexibility and aren't forced to put points into an attribute they don't need.
A big example would be a smiting off hand that gives the mods of the healing ankhs and such. Maybe even items that give a bit of energy for wilderness surival/beastmastery and other attributes I haven't mentioned. Guild Wars was supposed to be about playing builds to your own comfort, being forced to make an attribute level to 8 or 9 doesnt allow the flexibility the game is supposed to offer.
